The recipients B.E.M was published in the London gazette 1-1-1960 for outstanding services as an inspector of telecommunications equipment in Hong Kong during the period June 1958 to June 1959.
The recipients citation states.
Staff Serjeant Kerr is an artificer (Radio field) on the staff of HQ R.E.M.E. Hong Kong & has been solely responsible, on behalf of commander, R.E.M.E, for the regular inspection of telecommunications equipment on charge to units. He has carried out this work very conscientiously on his own and he has at the same time given units helpful advice, encouragement & assistance in order to maintain the efficiency of their equipment. in the case of at least two units namely the Hong Kong signal regiment & 79 coy RASC (Water transport). He has worked far into the night and at weekends to repair their telecommunications equipment in situ, thereby ensuring the efficiency of such communications to Singapore & well within the colony. Many commanding officers have spoken highly of his cooperation & assistance that have been of great value, He has shown a devotion to duty & initiative & a sense of purpose & responsibility far in excess of those expected of this NCO. He has displayed a sense of duty of the highest order and his example has been an inspiration to all personnel with whom he has had to work.
